Workforce System Committee


Charge:

To oversee and coordinate the implementation of the Governor's and the Board's strategic workforce development plans through the actions and operational directives of the state's executive agencies. In addition, to ensure compliance with the applicable laws and regulations governing workforce development programs, and to bring policy issues and recommendations to the Governor and the State Board.

To develop meaningful accountability measures for Montana's workforce development system. Measures will include: responsiveness to businesses' current and emerging needs; alignment among workforce development, post-secondary education, and economic development; and the quality availability, and outcomes of services provided through the workforce system.

Goals:

  • To assess the responsiveness of the workforce development system, including programs under the control of the individual state departments, in meeting the identified employer needs.
  • Coordination and marketing of system design to stakeholders and customers.
  • Coordinate with the State Agency Management Team for Workforce development to strengthen connections among the state's departments in meeting workforce development needs, including better coordination among K-12, post-secondary education, and workforce development services.
  • Ensure continuous improvement in the system by coordinating and promoting statewide performance measures for Montana's workforce development system.
  • Work with the Research and Analysis Bureau, who will serve as advisory and resource staff to the State Board, to coordinate LMI products and services that will assist the SWIB in accomplishing its goals.

Duties:

NOTE: In most cases, the "State" or "Governor", when mentioned in the Workforce Investment Act, means the Statewide Workforce Programs Bureau in the Department of Labor and Industry. The bureau acts on behalf of the Governor in these instances.

  1. The SWIB, through the Workforce System Committee, would provide input and advice to the bureau on the following activities, which include but are not limited to the following list. WIA Law Sec. 118 (b) and Regulations 661.350.
    • Advise on the Workforce Investment Act (WIA) Strategic Plan
    • Comment on Carl Perkins Act Plan (annually)
    • Review Annual Report that the State prepares and submits - WIA Section 136 (d)(1)
    • Review ongoing evaluation of the studies conducted by the State of workforce investment activities carried out in Montana - WIA Sec 136 (e)
    • Keep appraised of the annual onsite monitoring conducted by the Governor in statewide planning area to ensure compliance
    • Review the State established policies, interpretations, guidelines, and definitions to implement provisions of Title I of WIA - WIA Regulations 661.120
  2. Develop request for proposal criteria and procedures, including determining rating criteria for selection of program operators within Request for Proposal process.
  3. Oversee policy and procedures including adopting procedures for resolving issues of noncompliance and developing incentives and continuous improvement plans based on performance for program operators and One-Stop Centers.
  4. Continually review compliance requirements of State Board per federal and state law.
  5. Work with system partners to coordinate and develop statewide measures for system performance.
  6. Monitor performance standards (statewide and by program).
  7. Coordinate with the State Research and Analysis Bureau to develop the Labor Market Information (LMI) Grant Plan.
  8. Convene partners for studies of workforce system effectiveness.
  9. Provide recommendations on strategic alignment of programs, based on information analyzed.
  10. Publish the "Snapshot" document to illustrate breadth and depth of Montana's workforce system; incorporate performance outcomes in future issues.
